That is Instagram’s official position on this matter. Recently (beg of Dec) they made a statement similar to the one they made the year before that Instagram would make its way to Android “soon”.

I would translate this as… Not soon enough. (No release date. And yes it should be compatible with all Android phones.) There are no specifications so it is hard to judge but anything above Android 2.2?

I think Lightbox is just it’s own app. Not connected to IG.

But, you can use a website online — statigr.am

But you can only Follow people, Like and comment on pictures and view your pictures. You can’t upload pictures without the Instagram app.

There is an app for Android that is exactly the same as Instagram. It is called MyTubo. Everything about it is the same as IG. Just, different users.
